Sister Sage’s plan is to use the Shapeshifter to assume Starlight’s identity and assassinate the president. This will make everyone believe that Starlight is the one who killed the president and allow Newman to take over the presidency.
With Starlight framed for assassination and Newman in power, Homelander will be able to kill anyone who disagrees with him. This will lead to total anarchy.
