No, he is not but even for elder Nusjur, Zoro is going to be a formidable opponent.
Zoro and Jinbe are closing in on Sunny but are intercepted by Elder Nusjuro who tries to slice the ship in half. Jinbe throws Zoro at Nusjuro and Zoro uses his black blades to counter Nusjuro’s attack. We then see Conqueror’s haki-imbued black blades clashing.
Neso is wielding a Kitetsu blade which confirms a theory that the original Kitetsu blade, the Shodai Kitetsu, belongs to him. Zoro is able to block Nusjuro’s attack and from this we can assume Zoro is now on whole other level after his fights at Wano arc and his training with Mihawk.
